A new model for local implementation

For the past several years, the National Parent Leadership Institute has worked directly with selected communities to offer legislative advocacy training, often culminating in a day of advocacy at the state capitol.

Now, we’re expanding that model and preparing local teams to facilitate the curriculum in their own community. Through four live virtual sessions, your team will become familiar with the curriculum, experience the activities and approaches behind it, and prepare to bring the training to parents and community members in your own community.

The curriculum supports advocacy at different scales, from a few parents meeting with local legislators or policymakers to a coordinated Capitol Day-style event. Both approaches give communities practical ways to put the skills into action.

You bring the team. We’ll bring the curriculum, participant toolkit, facilitator preparation, and Technical Assistance, including support as you plan an advocacy day or other local advocacy experience.

Open beyond PLTI

This Training Is Open to Any Organization

You do not need to be a PLTI site to participate. The training is designed for organizations and community teams interested in helping parents, families, alumni, and community members better understand the legislative process and build practical skills for participating in it.

Established
PLTI Sites

Build on alumni engagement and create a local pathway for continued civic learning and legislative advocacy.

Community Organizations

Add a structured legislative advocacy curriculum to your work with parents, families, and community leaders.

Networks & Partnerships

Develop a shared local approach that trained facilitators can bring to the communities you already serve.

Not a PLTI site? You’re welcome here. The facilitator training is intentionally open to organizations beyond the PLTI network.

Bring an implementation team

Your Team: 1 Coordinator + 2 Experienced Facilitators

Each participating organization registers one three-person team. That gives your organization the people it needs to move from training into local implementation.

1

Coordinator or Program Lead

Your coordinator serves as the organizational point person and helps move the curriculum from facilitator training into local implementation.

2

Experienced Facilitators

Your facilitators should already feel comfortable guiding groups, facilitating activities, creating productive learning environments, and helping people engage with unfamiliar material.

They do not need to be experts on laws, bills, legislatures, or public policy. The training helps them become familiar with the content they’ll be facilitating.

Bring the facilitation experience. We’ll help with the rest.

More Than Four Training Sessions

What your organization receives

The goal is replication. Your team leaves with the preparation, materials, and support to facilitate the curriculum locally and help participants put what they learn into action.

Curriculum Use

Your trained team may use NPLI’s Legislative Advocacy Curriculum through June 2028, giving your organization time to put the model into practice across two advocacy cycles.

Participant Advocacy Toolkit

Resources your team can provide to participants who complete the local training so they can continue using the skills they develop.

Facilitator Preparation

Experience with the curriculum’s activities, discussions, content, and learning approach so your facilitators are ready to lead it.

Support from NPLI

Your team will receive Technical Assistance from the NPLI team as you prepare for implementation, including guidance on putting together an advocacy day or another local advocacy experience.

Local & small-group advocacy

A few people can put the skills to work

Participants can use what they learn in smaller settings, such as meeting with a local legislator, policymaker, agency leader, or other decision-maker. The curriculum is meant to support advocacy that fits the issue, opportunity, and community.

Capitol Day-style advocacy

Bring a larger group together

Organizations can also build toward a coordinated advocacy day, including a visit to the state capitol or another organized day of meetings and public participation. NPLI Technical Assistance can help your team think through that implementation.

We’re not just handing you a curriculum and wishing you luck. NPLI stays connected as your team moves toward implementation, whether you are preparing a small-group advocacy opportunity or coordinating a larger Capitol Day-style experience.

Practical Legislative Advocacy Skills

What you’ll prepare to teach

The curriculum helps participants move from hearing about the legislative process to understanding it and practicing ways to engage with it.

From Idea to Action

Explore how an idea moves through the legislative process and where opportunities for public participation can arise

Budgets & Fiscal Notes

Use budgets, fiscal notes, and other public information to understand the financial context surrounding legislation and public programs.

Testimony

Help participants organize their experiences and information into clear testimony for legislative or public settings.

Practice & Feedback

Create opportunities to try out messages, hear feedback, respond to questions, and build confidence.

Legislative Research & Bill Tracking

Explore how an idea moves through the legislative process and where opportunities for public participation can arise

Stories + Supporting Information

Practice connecting lived experience with research, facts, data, and other information that adds context to an issue.

Advocacy Pitches

Practice communicating an issue clearly and concisely, including why it matters and what you want a decision-maker to consider.

Local Application

Prepare to adapt the curriculum to your own community context and the people your organization serves.

From Curriculum to the Capitol

Build Capacity. Put It Into Action.

NPLI has piloted this legislative advocacy work with PLTI communities, pairing structured learning and practice with real opportunities to engage decision-makers. Those experiences helped shape the model we’re now preparing organizations to lead for themselves.

Your organization knows its community, relationships, and local context. NPLI brings the curriculum, facilitator preparation, participant tools, and Technical Assistance. Together, that gives your team a foundation you can use locally and build on over time.

Train locally. Facilitate locally. Build on it locally.

A model communities can make their own

Instead of relying on NPLI to deliver the curriculum one community at a time, your organization develops the capacity to facilitate it directly. You receive permissible curriculum use through June 2028, giving your team time to put the model into practice across two advocacy cycles.

Small-group advocacy or a larger advocacy day

More than one path to advocacy

Local implementation does not have to look the same everywhere. A few parents might prepare for meetings with local legislators or policymakers, while another group may build toward a larger Capitol Day-style experience. Both approaches give participants meaningful ways to apply their skills.

One training. A local team ready to take it forward.

By the end of the facilitator training, your organization will have explored the curriculum, experienced key activities, built familiarity with the legislative content, received participant and implementation materials, and established a connection to NPLI for continued Technical Assistance, including support as you plan an advocacy day or other local advocacy experience.
